After the launch, Yudhoyono posted a query on 'Strengthening Good Governance' in Indonesia to be discussed among the members in SE Indonesia. The network comprised seven communities with more than 1,800 members.

The SE project in Indonesia was modeled on the SE initiative of the UN country team in India. The SE initiative in India, launched in 2005, was facilitated by different UN agencies. SE in India comprised 12 Communities of Practice (CoP), - education, AIDS, climate change, decentralization, disaster management, food and nutrition security, gender, maternal and child health, Information and Communication Technology (ICT) for development, microfinance, water, work and employment.

As of October 2009, the 12 CoPs under SE in India had a combined membership of over 16,000. In India, each community was managed by a two-member resource team. Each community also had an advisory board which had experts from the respective field.

These experts provided the necessary advice to the CoPs so that they could work for the well-being of the community. As of October 2009, apart from India, SE was being implemented in four other countries - Bhutan, Thailand, Indonesia, and Russia...
